Quick answer

Some 2022-2025 Transit vehicles may experience an unsuccessful programmable module installation (PMI) on the body control module (BCM) using the Ford Diagnosis and Repair System (FDRS) diagnostic tool. This may be due to a software to hardware correlation issue. This correlation issue has been fixed on the Ford servers. To correct this condition, download and run the "BCM-Body Control Module Installation (PMI)" application using the FDRS scan tool. If the PMI fails with an error stating "check valid application failed" and the self test shows the BCM responds negatively (purple color coding), replace the BCM with service part number NK4Z-15604-E or NK4Z-15604-F. Refer to Workshop Manual (WSM), Section 419-10. For claiming, use causal part 15604 and labor operation numbers 12651D and 12651D4 if BCM replacement was not required, 12651D and 12651D5 if BCM replacement was required.

What this bulletin may mean before buying

Treat this as service research, not a verdict on one car. Before you buy, compare this communication with official recall campaigns, model-level owner complaint patterns, and the exact vehicle’s VIN-decoded specifications. A bulletin can help you ask a seller or dealer sharper questions about software updates, known repairs, warranty extensions and service history.

No. A recall is a safety campaign with a required remedy for affected VINs. A service bulletin or manufacturer communication usually describes diagnostic, repair, software, warranty or service information.

How should a used-car buyer use this bulletin?

Use it as a research signal. Compare it with recalls, owner complaints, service records, a VIN report and an independent inspection before buying.
