To correct this condition, download the latest version of the "PCM - Passive Anti-Theft System (PATS) Programming" application using the latest software version of the FDRS scan tool either by clicking the blue "Download" button in FDRS to the right of the application name, or by clicking the green refresh button (2 arrows in a circle) to the right of the application name, then run the application again and follow the prompts to perform "Module Initialization (Parameter Reset)".
